Not so sure that would be a good use of time. A friend of mine was caught doing something similar and appealed without success. The adjudicator can't waive a fine because of common sense, if you have broken the law even only technically they have no discretion. The only leeway they have is if the infraction is 'de minimis' i.e. so trifling it is ridiculous but I think you may even be above this benchmark bizarre as that may seem. It might be worth having a look through the adjudicators rulings on their web site to see if you can find a similar case - there are so many fines at this spot they'll probably be easy to find!
