Funnily enough I was doing some voluntary work with Groundworks today and was talking to one of their employees who also explained it is standard practice......and yes I know they will recover but it just looks so harsh until they do.
Funnily enough last year I contacted the council about getting some plants/trees in the area surrounding my block of flats in Dalling Road, we had major refurbishment works undertaken in 2009 which meant anything we did have was ruined.  I was told that we could only get them if we had a Tenants Association who could put in a bid for them, unfortunately we no longer have a TA, and it is not something I would be prepared to try and set up.  When I asked the council if I could provide my own I was told they could not guarantee the council gardeners would not remove them!  But I think this year I will take the risk and plant my own.
